    Mr. Armistead serves as the Chief Executive Officer of Pattern Energy. He co-founded Pattern
    Energy with Mike Garland in 2009. Mr. Armistead oversees all aspects of Pattern, with special

    Previously, Mr. Armistead served as Pattern’s Chief Development Officer where he had the
    responsibility for all development and origination activities and had the broad responsibility
    for running the Business Development day to day business. He led all global business
    development, including construction, engineering, and major equipment procurement.

    Prior to joining Pattern Energy, Mr. Armistead spent 10 years overseeing Babcock &
    Brown’s North American renewable energy business, including development, construction,
    and operations. In previous roles, he led financing efforts for Edison Mission Energy and
    developed multiple facilities for Conoco. Mr. Armistead has a Bachelor of Science in electrical
    engineering from Rice University. He is based out of the Houston office.

    Larry Bekkedahl is responsible for advancing PGE’s strategy to build the grid of the future — one that is resilient, smart, and delivers a clean energy future.

    He oversees PGE’s strategic system architecture and system upgrades, which will serve as the foundation for the smart grid of the future. This includes initiatives related to system integration and operations, smart cities, enabling distributed energy resources, energy storage, dispatchable standby generation, transmission system performance and development, market interfaces, as well as innovation, rates and regulatory, and R & D.

    Bekkedahl joined PGE in 2014 as vice president of Transmission & Distribution. He has more than four decades of leadership experience in the energy industry. Before joining PGE, he was senior vice president for transmission services at the Bonneville Power Administration and held leadership positions at Clark Public Utilities, PacifiCorp, and Montana Power Company.

    He has a Bachelor of Science degree in electrical engineering from Montana State University and serves on the Electric Power Research Institute (EPRI) Research Advisory Committee, the Stanford University Bits and Watts Advisory Council, the University of Akron Energy Advisory Committee, GridWise Alliance Board, Pacific Northwest National Labs Advisory Board, and the All Hands Raised Educational Council.

    Cindy Crane is CEO of PacifiCorp, overseeing the delivery of electricity service to 2 million customers and presiding over the company’s two retail divisions: Pacific Power in Oregon, Washington and California and Rocky Mountain Power in Utah, Wyoming and Idaho.

    Between 1990 and 2014, Cindy had an extensive career at PacifiCorp, serving serving in multiple senior roles and providing leadership in the development of the company’s traditional and renewable energy strategies, including completion of five Wyoming wind projects. Between 2014 and 2018, Cindy served as president of Rocky Mountain Power, overseeing the provision of electric service to 1.2 million customers in the Intermountain West.

    Cindy transitioned from PacifiCorp in 2018 to Enchant Energy Corporation, an emerging environmental services company focused on carbon capture and storage for industry and communities. She remains Executive Board Chair of Enchant Energy Corporation.

    Cindy was tapped in 2018 by Utah Governor Gary Herbert as Founding Chair of the Salt Lake City, Utah, Committee for the Games. This organization, where she still serves on the governing board, is working to bring the Winter Olympics back to Utah in the coming decade. Cindy also serves as the Chair of the University of Wyoming’s School of Energy Resources, which is dedicated to energy-driven economic development for the state of Wyoming.

    Cindy was honored with the ATHENA International Leadership Award in 2018 and with a lifetime achievement award in Utah Business Magazine’s 2019 Woman of the Year issue.

    Cisco is responsible for business development, strategic partnerships and public policy at Renew Home – which helps millions of homes manage their energy use and reduce their utility bills, while stabilizing the electric grid. 

    For nearly three decades, Cisco DeVries has been at the forefront of clean energy and climate policy, finance, and business. From 2019 - 2024, DeVries served as the Chief Executive Officer of OhmConnect, which pioneered residential VPPs by paying hundreds of thousands of customers to reduce their energy use when the grid was stressed. In 2024, OhmConnect combined with a spin-out from Google Nest to form Renew Home.

    In 2007, DeVries created one of the most successful clean energy finance products – Property Assessed Clean Energy (PACE) – now a multi-billion dollar industry and one of Scientific American magazine’s top 20 “world-changing” ideas. In 2008, Cisco co-founded (and led) the firm Renew Financial, which financed $1.5 billion in energy efficiency and renewable energy projects on homes and businesses across the United States.

    Previous to his private sector work, DeVries spent close to a decade in public service. First as an appointee of President Bill Clinton with positions at the U.S. Departments of Transportation and Energy where he organized the roll-out of key Presidential and Secretarial initiatives throughout the U.S. as well as internationally. Later, as the Chief of Staff to the Mayor of Berkeley, where he developed the first PACE program.

    DeVries holds a bachelor’s degree in Political Science from the University of California, San Diego and a Master’s degree from the Goldman School of Public Policy at the University of California, Berkeley. He lives in the San Francisco Bay Area.

    Brian is responsible for Google’s energy policy and strategy across the federal government, including the Federal Energy Regulatory Commission (FERC) and the Department of Energy. In addition, he is responsible for Google’s wholesale energy market strategy across the United States. Brian has extensive experience in wholesale electricity market design and energy policy.

    Prior to Google, Brian was the Senior Director for Strategy and Government Affairs at the Electric Power Supply Association (EPSA) where he led policy development and federal legislative engagement for a membership consisting of over 150,000 MW of competitive power generation across the US.

    Brian started his career as an economist at FERC, serving in roles across multiple offices, including the Office of Enforcement and the Office of Energy Policy and Innovation. Brian capped his service at FERC as a technical advisor to former commissioner Rob Powelson, where he advised on significant issues impacting all of the organized electricity markets.

    Brian currently serves in multiple leadership positions, including as a co-chair of the Energy & Environment Committee of the Data Center Coalition (DCC), and on the Board of Directors of the Electricity Customer Alliance (ECA) and the National Energy Resources Organization (NERO).

    A native of West Virginia, Brian now lives in Maryland with his wife, two beautiful kiddos, and goldendoodle.

    Jason Glickman is Executive Vice President of Engineering, Planning, and Strategy of Pacific Gas and Electric Company (PG&E).

    Glickman started his role at PG&E in May 2021 and is responsible for PG&E's near-term engineering priorities and long-term planning, including oversight of the utility's gas system and electric infrastructure.

    Glickman brings extensive strategic experience and deep industry expertise to PG&E, having most recently served as a Partner and the Global Head of Utilities and Renewables at Bain & Company. He became a Partner in 2014 and the Global Head of Utilities and Renewables in March 2020. At Bain, his clients included major investor-owned utilities and other industry leaders, with which he worked closely over sustained periods of time to deliver measurable results. His work focused on advising leading energy companies on strategy and sustainability, as well as affordability and digital transformation. Glickman has designed and implemented comprehensive long-term plans that encompass asset strategy, engineering and operations, and he has led several multi-year enterprise affordability programs to benefit customers.

    Prior to becoming a Partner at Bain, Mr. Glickman served as a consultant there from 2007 to 2014. Prior to that, Mr. Glickman served as a Principal at EY – Parthenon (formerly The Parthenon Group) from 2002 to 2007.

    He holds a BS and an MS in Management Science & Engineering from Stanford University.

    Rob Gramlich is President of Grid Strategies LLC, a Washington DC-based consultancy focused on transmission and power markets for a reliable, affordable, and sustainable power system.  He co-founded  Americans for a Clean Energy Grid, Working for Advanced Transmission Technologies (WATT Coalition), Advancing Modern Powerlines, the Macro Grid Initiative, and the Future Power Markets Forum. Rob has been invited to testify by both parties before Congress, FERC, and state agencies. He has earned awards from FERC as Exemplar of Public Service, the Energy Systems Integration Group for contributions to market design and transmission planning, The Hill Magazine for lobbying, and the American Wind Energy Association for Technical Achievement.

    Rob previously oversaw transmission and power market policy for the American Wind Energy Association as SVP and Interim CEO, served as Economic Advisor to FERC Chairman Pat Wood III, and was Senior Economist at PJM Interconnection.

    Rob has a Master of Public Policy (MPP) degree from UC Berkeley and a BA with Honors in Economics from Colby College.

    Lisa Grow has been President and Chief Executive Officer of IDACORP and Idaho Power since June 1, 2020. She was appointed to the IDACORP and Idaho Power Company Boards of Directors in February 2020.

    Prior to her position as President and CEO, Grow served as Idaho Power’s Senior Vice President and Chief Operating Officer.

    Grow’s 36-year career with Idaho Power began in 1987, shortly after she graduated from the University of Idaho with a Bachelor of Science degree in electrical engineering. Throughout her career, Grow has taken on diverse and challenging roles that increased her knowledge and expertise in the utility industry. She received a Master of Business Administration degree from Boise State University in 2008.

    She currently serves on the St. Luke’s Health System Board of Directors and the Federal Reserve Bank of San Francisco’s Salt Lake City Branch Board of Directors. In 2022, she was made an honorary commander for the Idaho Air National Guard’s 124th Fighter Wing.

    Grow is a lifelong learner and passionate advocate for STEM education and building Idaho Power’s future workforce. She is married to a retired firefighter-paramedic and they have two adult daughters who also work in healthcare.

    He represents the Publicly-Owned Utilities (POUs) on the Western Energy Imbalance Market (EIM) Nominating Committee, is a Board Member of the California Municipal Utilities Association (CMUA), Board Chair for Hometown Connections Inc., Member of Transmission Access Policy Study Group (TAPS), Chair of the Central Velley Corporation, Board Member of the Transmission Agency of Northern California (TANC), and Co-Chair of the Energy Subsector Coordinating Council (ESCC) Wildfire Working Group.

    Marc Joseph is Of Counsel to the law firm of Adams Broadwell Joseph & Cardozo after serving as its President for 20 years.  He practices in the areas of energy, utility and environmental law.

    Since 1994, he has represented the Coalition of California Utility Employees, a coalition of unions representing employees of almost all private and publicly owned electric and gas utilities in California.  He has participated in CPUC matters related to the electric and natural gas industry, including electric deregulation, transportation electrification, rate cases, electric generation procurement, rate design, net energy metering and nearly all electric industry policy matters.

    He has participated in crafting numerous pieces of legislation affecting the utility industry, CEQA and other environmental and energy issues.  These include the RPS and clean energy bills – SB 100, SB 350, SBx1-2, along with SB 901 and SB 1054 – the wildfire legislation, and SB 410 requiring faster expansion of distribution system capacity and customer energization.

    For many years, he represented the California Unions for Reliable Energy. In that role, he appeared before the California Energy Commission in many siting proceedings as well as negotiating more than 200 Project Labor Agreements for energy projects.

    He is currently serving as the labor representative on the Pathways Initiative Launch Committee on behalf of the IBEW in California.

    He graduated in 1981 from Georgetown University Law Center, and then was a law clerk for a US District Court Judge in Washington, D.C. before moving to California.

    Robert Kondziolka was initially appointed to serve on the WEIM Governing Body on February 1, 2020, to a term ending June 30, 2021. He was reappointed and approved to serve a full term of July 1, 2024, through June 30, 2027. During this term he served as the Governing Body Chair and Vice Chair. Mr. Kondziolka also serves as an executive consultant to North American Electric Reliability Corporation (NERC).

    Mr. Kondziolka retired in 2019 after more than 40 years in the electric industry. At the time of retirement, he was the management consultant for Grid Resiliency and Security with Salt River Project. Throughout his career, Mr. Kondziolka served as Salt River Project’s director of Transmission Line Design, Construction & Maintenance, director of Power Delivery Engineering, director of Transmission & Generation Operations, executive manager of Transmission Planning and Development, manager of Transmission Line Design, project engineer for the Mead Phoenix Project, and supervisor for Transmission Line Structural and Geotechnical Engineering. He was also a senior engineer at Salt River Project and design engineer at Tucson Electric Power Company specializing in all aspects of transmission line design and development.

    Mr. Kondziolka’s recent industry leadership includes chairman of the Western Electricity Coordinating Council (WECC) Member Advisory Committee; co-chair of the Joint North American Transmission Forum and INPO Nuclear Power Plant and Transmission Grid Interface Identification Group; chair of the Arizona Nuclear Power Project High Voltage Switchyard & Transmission System, Mead-Phoenix Project and Southwest Valley Project Engineering and Operating Committees.

    Additionally, he served as chair of the Southwest Variable Energy Resource Initiative, chair of the Southwest Area Transmission Sub regional Transmission Group, representative to WECC Transmission Expansion Planning Policy Committee, lead on the development of and representative to the West Connect Planning Committee, chair of WECC Joint Guidance Committee, chair of the U.S. Department of Energy Western Congestion Analysis Task Force, vice-chair of the WECC Planning Coordination Committee, board member of the Arizona Independent Scheduling Administrator Association and board member of the Phoenix chapter of the National Society of Professional Engineers. He initiated, led or was part of the formation team responsible for the development and implementation of many of the industry groups with which he has been involved.

    Mr. Kondziolka graduated from the University of Arizona in 1980 with a Bachelor of Science in Engineering and is a registered professional Civil Engineer in the State of Arizona.

    Tracey A. LeBeau is the Administrator and Chief Executive Officer of the Western Area Power Administration. WAPA markets and delivers federal hydropower from 57 federal hydroelectric plants to nearly 700 wholesale customers across its 15-state footprint. WAPA owns and operates over 17,000 circuit miles of high voltage transmission. WAPA customers provide electric service to more than 40 million Americans from Texas to the Dakotas, and from the lakes of Minnesota to the California coastline.

    An accomplished executive with expansive clean infrastructure experience, LeBeau has more than 20 years of experience in management, energy development, public-private partnerships, utility
    business operations, federal policy and energy finance. She has served in executive capacities for numerous energy businesses, including an interstate pipeline, wind development company, energy
    trading business and energy advisory firms.

    At WAPA, LeBeau has served in numerous leadership capacities, including leading the Transmission Infrastructure Program which manages WAPA’s $3.25 billion infrastructure fund, standing up and leading WAPA’s Office of the Chief Administrative Officer and most recently served as Senior Vice President responsible for managing WAPA transmission system operations and maintenance as well as energy marketing in Arizona, Nevada and southern California.

    Before joining WAPA in 2014, LeBeau was political appointee at the Department of Energy from 2011-2014. Just prior to joining the Obama Administration, LeBeau was a Principal at Dentons, a
    large international law firm, and founding chair of its Renewable Energy Practice.

    LeBeau received her A.B. from Stanford University and her J.D. from the University of Iowa.

Before coming to City Light, Dawn served as the General Manager at Burbank Water and Power, setting strategic direction and delivering water, power, and business high-speed internet to the media capital of the world.

    She has experience leading two federal multi-state regional transmission utilities, serving as a transformational Chief Information Officer at both municipal and federal utilities, and leading customer service at a large municipal utility to top-quartile J.D. Power customer service performance.

    Dawn has a bachelor’s degree in chemical engineering from the University of Notre Dame and a master’s degree in business administration, with a focus on information technology, from the University of Colorado, Colorado Springs.

    Elliot Mainzer is President and CEO of the California Independent System Operator (ISO) in Folsom, California. For the last 25 years, he has been a leader in helping to achieve a reliable and affordable clean energy transition by working to support innovation and creativity in renewable energy development, transmission planning, market design and regional collaboration.

    Mainzer joined the ISO on September 30, 2020 after an 18-year career at the Bonneville Power Administration (BPA), including seven years as Administrator and CEO. At BPA, he led efforts to unlock the wind-energy potential of the Pacific Northwest, managed the development of BPA’s open-season model for transmission subscription and queue management, and worked to balance the needs of the Federal Columbia River Power System with the welfare of tribal nations and salmon protection.

    Under Mainzer’s leadership at the ISO, the organization has strengthened coordinated power and transmission planning with California’s regulatory agencies, integrated record-setting amounts of new power generation and the world’s largest fleet of lithium-ion batteries, helped preserve overall system reliability during the record-setting Western heat wave of September 2022 and provided strategic leadership and direction for the ISO’s new extended day-ahead market proposal. Mainzer’s strong background and personal commitment to regional collaboration as an essential element of a reliable and affordable clean-energy transition have been a hallmark of his leadership at the ISO, where he has also brought renewed focus on control center modernization, stakeholder engagement and program management in support of the organization’s new 2022-2026 strategic plan.

    A native of San Francisco, Mainzer has an undergraduate degree in geography from U.C. Berkeley and master’s degrees in Business Administration and Environmental Management from Yale University. He is a senior fellow of the Oregon Chapter of the American Leadership Forum, has served on the boards of the Electric Power Research Institute and the Energy Systems Integration Group, and currently serves as co-chair of the Western Electric Industry Leaders Group.

    He and his wife Margaret have twin boys. Among his non-professional pursuits, Mainzer is an amateur jazz saxophonist and dedicated student of jazz theory and history.

    Andrew McAllister was first appointed to the California Energy Commission in 2012, and in 2022 was reappointed by Governor Newsom to a third term. Commissioner McAllister’s priorities include: decarbonization of buildings and industry; energy efficiency of buildings and appliances; load flexibility as a tool for grid optimization; improving access to data and analytical tools that can drive innovation at the grid edge; alignment of energy and housing policy & programs; and amplifying California’s innovation-centered approach through collaboration with diverse partners beyond our borders.

    Commissioner McAllister has worked in the efficiency and renewables spaces for more than three decades. Before CEC he served as managing director of a California-based clean energy non-profit; energy efficiency and renewable energy specialist at an international NGO; utility energy efficiency program consultant; and researcher at a DOE national laboratory. He has worked in numerous countries to deploy clean, cost-effective energy solutions partnering with counterparts ranging from tiny remote communities to the largest of utilities.

    Commissioner McAllister chairs the Western Interstate Energy Board, and serves on the boards of the National Association of State energy Officials, the Smart Electric Power Alliance, and Camp Kesem at UC Davis. He holds M.S. and Ph.D. degrees from the Energy and Resources Group at the University of California, Berkeley, and dual B.A.s from Dartmouth College. He is a returned U.S. Peace Corps volunteer, and the proud dad of two wonderful young adults.

    Scott Miller is the Executive Director of the Western Power Trading Forum (WPTF). WPTF is a broad-based organization with over 120-member companies, dedicated to encouraging competition in Western states' electric markets. Scott comes to this position from a background that has been dedicated to competitive electric and natural gas markets.

    • Prior to coming to WPTF, Scott was the Senior Market Advisor in the Policy Office at the Federal Energy Regulatory Commission (FERC) from 2008-to 2017. He was responsible for advising the Commission and staff on electric and natural gas markets.

    • Scott worked as Vice President for Regulatory Affairs at Constellation Energy from 2006-to 2008.

    • Scott was Executive Director for Market Development at PJM and later in charge of relations with the 14 states within the PJM area from 2002-to 2006.

    • From 2000-to 2002, Scott was Executive Director of the Energy Markets Division at FERC where he oversaw the FERC staff's first investigation into the Western Energy Crisis in 2000. Scott also directed staff investigation into the Cost-Benefit Study on participation in RTOs.

    • Scott worked for the US Generating Company and its successor, PG&E National Energy Group from 1994-2000, first as Assistant to the President & CEO and later as Director of Market Policy where he coordinated NEG policy on ISO and RTO formation across the US.

    • Scott began his career in Foreign Policy and National Security working at the US Department of State on Arms Control and Security Assistance. Scott has a BA in History from Columbia University and an MA in Security Policy Studies from The George Washington University.

    Alice Busching Reynolds was appointed to the California Public Utilities Commission (CPUC) as President by Governor Gavin Newsom on Nov. 22, 2021, effective Dec. 31, 2021. She was confirmed as a CPUC Commissioner by the State Senate on August 17, 2022.

    Prior to her appointment, President Reynolds served for three years as Governor Gavin Newsom’s senior advisor for energy. From 2011 to January 2019, she served in the administration of Governor Edmund G. Brown Jr., most recently as the Governor’s senior advisor for climate, the environment and energy and previously as chief counsel and deputy secretary for law enforcement at the California Environmental Protection Agency. During her time at CalEPA, she coordinated statewide multi-agency environmental enforcement actions and led the creation of the agency’s environmental justice task force and refinery safety task force. President Reynolds began her public service career in 2002, serving approximately 10 years as a deputy attorney general in the California Attorney General’s Office, where she litigated cases involving protection of public trust lands, coastal resources and public access, and other environmental issues. Prior to entering public service, President Reynolds was a lawyer in private practice in San Francisco.

    President Reynolds holds a bachelor’s degree from Stanford University and a juris doctor degree from Santa Clara University School of Law where she graduated magna cum laude.

While in office, she led the bicameral Clean Energy Caucus, was the Massachusetts state lead for the National Caucus of Environmental Legislators where she also served on the board, and was the only state legislator on the U.S. EPA Clean Air Act Advisory Committee. She also served on faculty at Tufts University's School of Urban Planning and Environmental Policy, bringing her expertise in energy policy to graduate students. Prior to her election in 2018, Maria led Advanced Energy Economy's Wholesale Markets Program, including engagement at FERC and the regional transmission organizations.

    Previously, she focused on regulatory issues relating to energy and air, including a 27-state campaign with Governors' offices, legislatures, and energy and environmental regulators. She also managed AEE’s report development and data-driven analysis at both the state and national level. She worked for Navigant Consulting in the renewable energy practice, supporting the Commonwealth of Massachusetts in analyzing and procuring contractors for statewide renewable energy and energy efficiency projects. 

    Maria is a proud lifetime Girl Scout. She holds an S.B. in Chemical Engineering from the Massachusetts Institute of Technology and a Masters of Jurisprudence in Energy Law from the University of Tulsa.

    Mark Rothleder is the senior vice president and Chief Operating Officer at the California Independent System Operator (ISO), leading a multi-divisional management team that integrates market policy, planning, operations, technology and program management.

    Mr. Rothleder previously served as the vice president of Market Policy and Performance, executive director of Market Analysis and Development, principal market developer, and director of Market Operations. As a member of the original start-up team in 1997, Mr. Rothleder is now the longest serving ISO employee.

    In spring 2009, Mr. Rothleder led the design and implementation of market rules and software modifications for the ISO’s Market Redesign and Technology Upgrade (MRTU). During his career at the ISO, Mr. Rothleder has worked extensively to develop and incorporate the approved market rules for California’s competitive wholesale energy and reserves markets.

    Prior to joining the ISO, Mr. Rothleder worked for eight years at Pacific Gas & Electric in its Electric Transmission Department where his responsibilities included operations engineering, transmission planning, and substation design.

    Mr. Rothleder is a registered Professional Electrical Engineer in the state of California, and holds a Bachelor’s of Science in Electrical Engineering from the California State University, Sacramento. He has completed post-graduate coursework in Power System Engineering from Santa Clara University, and earned a Master’s in Science in Information Systems from the University of Phoenix.

    Jan Schori was reappointed to the ISO Board of Governors on January 6, 2022. Her term will expire on December 31, 2024. Ms. Schori was confirmed by the California Senate on August 17, 2022.

    Ms. Schori brings an impressive record of executive leadership in the electric utility industry, particularly in the areas of public policy, operations, and reliability expertise to the California Independent System Operator (ISO).

    She began her professional career with Sacramento Municipal Utility District (SMUD) as an attorney in 1979. Ms. Schori spent 15 years on the legal team at SMUD and held the role of General Counsel and Secretary for six years.

    In 1994, Ms. Schori was promoted to general manager and chief executive officer and held that role for more than 14 years, making her the longest serving CEO in SMUD's history.

    During her tenure as CEO, SMUD earned a reputation for renewable energy commitment, strong energy efficiency programs, and was ranked first in the country for commercial customer satisfaction by JD Power & Associates.

    After retirement from SMUD, Ms. Schori was elected in 2009 to the North American Electric Reliability Corporation (NERC) board as an independent trustee. NERC is responsible for setting and enforcing standards to ensure the reliability of the US and Canadian bulk power grid. She served for 12 years, including as chair of the Nominating, Finance and Audit, Compliance, and Corporate Governance/Human Resources Committees, and the Technology/Security and Enterprise Risk Committees.

    While at SMUD, she chaired the American Public Power Association (APPA), the Large Public Power Council, the California Municipal Utilities Association (CMUA), and the Business Council for Sustainable Energy, and served on the Board of the Alliance to Save Energy.

    Subsequent to retiring, she chaired Valley Vision, a civic leadership nonprofit organization focused on improving the quality of life in the Sacramento region, and served on the boards of CalCEF Ventures and CalCEF Innovations, which are involved in the advancement of clean energy technologies and financial products.

    She continues to serve on the Climate Action Reserve (CAR) Board of Directors as a board and executive committee member and Audit Committee chair. CAR develops protocols and tracks greenhouse gas reduction projects and has been certified by the California Air Resources Board (CARB) as an independent registry for AB 32 compliance credits.

    Pam Sporborg is the Director of Transmission and Market Services at Portland General Electric.  Pam oversees PGE’s advocacy work on wholesale markets, transmission and interconnection policy, and operations technical training. Pam is an experienced regional leader, including Co-Chairing the Pathways Initiative, participating in the CAISO’s Governance Review Committee, Chairing the EIM Nominating Committee and the EIM Regional Issues Forum.

    Prior to her work at PGE, Pam was an Analyst in the Office of Energy Policy and Innovation at the Federal Energy Regulatory Commission in Washington, DC.  She was also a Presidential Management Fellow at Lawrence Berkeley National Lab and the Demand Response Team Lead at the Bonneville Power Administration.   

    Pam lives in Portland, Oregon with her husband, Jeff, daughter, Adele, and a flock of chickens.  Pam earned her bachelor’s degree from Cornell University and a Master’s in Public Administration from the Mark Hatfield School of Government at Portland State University.  She is on the Board of Young Audiences, a nonprofit that brings arts education into classrooms and the Advisory Board of the Portland Youth Philharmonic.

    Kathleen Staks is the Executive Director at Western Freedom, an organization that is working to enable the delivery of low-cost electricity and energy freedom to the West through an efficient and integrated grid system. Kathleen has extensive experience in policy and strategic engagement on a broad spectrum of bipartisan energy issues in the public and private sectors. She has worked in house and as a consultant on government and public affairs for a variety of energy and natural resources companies. Kathleen served as the Executive Director of the Colorado Energy Office under Governor Hickenlooper where she worked to broaden the influence and impact of the office by developing and securing bipartisan support for long-term funding while expanding wide-reaching relationships across the energy spectrum. Prior to that, Kathleen was the assistant director for energy and minerals at the Colorado Department of Natural Resources, where she developed and implemented oil and gas and mining policy across Colorado in coordination with the Colorado Oil and Gas Conservation Commission, the Division of Reclamation Mining and Safety, and the Governor’s Office. 

     Kathleen also serves as the Interim Chair of the Colorado Electric Transmission Authority, an independent special purpose authority that will prioritize and enable the development of transmission lines that will deliver clean energy to Coloradans and the region. She is also the Chair of the Colorado Solar and Storage Association board and the Jefferson County Open Space Advisory Committee.

    Letha Tawney was appointed to the Oregon Public Utility Commission by Governor Kate Brown in June 2018. Commissioner Tawney represents Oregon on the Electricity and the Critical Infrastructure committees for the National Association of Regulatory Utility Commissioners (NARUC). She also serves on the Energy Trust of Oregon Board of Directors, and as Chair of the Energy Imbalance Market Board of State Regulators (EIM-BOSR), engaging closely on Western electricity market development in several forums.

    Prior to her appointment, Commissioner Tawney was an expert on electric utility business models, state regulation, clean energy development, and large customer buying strategies for World Resources Institute (WRI). As the WRI Polsky Chair for Renewable Energy, she propelled innovation in business and regulatory models in the power sector. Commissioner Tawney has a deep understanding of the constraints and interests driving both utilities and their customers as technology creates large-scale change in the sector.

    Commissioner Tawney holds a Master’s of Public Administration from the Harvard Kennedy School.

    Paul Thessen serves as the president of LS Power Development and is responsible for leading the firm’s transmission business. Under his leadership, the company has successfully completed several large-scale transmission projects, which total more than 780 miles of high-voltage transmission lines with another 350+ miles of transmission lines and multiple substations under development across the country. In his role, Thessen is also responsible for the operation of transmission utilities under the LS Power Grid umbrella, with facilities located in California, Delaware, Indiana, New Jersey, New York, Nevada and Texas. Earlier in his career, Thessen oversaw the successful development of more than 10,000 MW of greenfield generation projects.

    Thessen joined LS Power in 1992 as an assistant project manager and has held various project management, business development and executive roles during his career. In 2008, he was named the president of LS Power Development.

    Thessen received a B.S. in Electrical Engineering and graduated summa cum laude from Missouri S&T University (formerly the University of Missouri-Rolla).

    In addition to his current role, Thessen serves as a member of LS Power’s Management Committee and Investment Committee, as well as a member of the board of directors of REV Renewables, LLC, an LS Power-affiliated company.

    Kevin Thompson has over three decades of utility, regulatory, and public service experience, including representing the citizens of Mesa as a twice-elected City Councilman and a United States Air Force combat veteran, serving in Operation Desert Storm.

    Kevin was sworn in to a four-year term as a Corporation Commissioner in January 2023. He currently sits on the Western Energy Imbalance (WEIM) Body of State Regulators (BOSR), an independent, self-governing states committee. BOSR advises the WEIM Governing Body and ISO Board of Governors on matters of interest to western state regulators, including the anticipated transition to a day-ahead market and addressing the need for greater transmission and generation in the west. Kevin was selected by his peers in the Western States as one of three regulators to represent the “Launch Committee.” Kevin also serves on the National Association of Regulatory Utility Commissioners (NARUC) Electricity Committee, which helps develop and advance policies that promote reliable, adequate, and affordable supply of electricity.

     

    Since his election to the Commission, Kevin has worked tirelessly to promote greater fiscal responsibility among our utilities and has pushed reforms to eliminate outdated and costly energy mandates, saving ratepayers millions of dollars.

    Kevin holds a Bachelor of Science in Mechanical Engineering from the University of Nevada, Las Vegas. He is the recipient of multiple awards and recognitions, including the United Food Bank Service Award, recognition as a Champion for the Southeast Business Group, and was awarded the Mesa Veteran Appreciation Award, to name a few. Kevin and his wife, Donna, have been married for over 35 years and have two children.

    As CEO, Dawn is responsible for the vision, strategy, and leadership of MCE. Dawn began coordinating efforts to explore and launch MCE in 2004. Under her watch, MCE has launched service to more than more than 1.5 million residents and businesses in 38 member communities across four Bay Area counties: Contra Costa, Marin, Napa, and Solano. MCE has also entered into power supply agreements that have doubled the amount of renewable energy purchased for customers, exceeded State renewable energy portfolio standards, and achieved substantial greenhouse gas reductions to help communities reach State Assembly Bill 32 targets. She also helped launch and serves on the Board of the California Community Choice Association (CalCCA), which includes 24 member CCAs across California.


    Dawn has more than 30 years of experience developing and managing renewable energy and energy efficiency programs while working for leading public agencies in the field. Previously, she managed energy and sustainability initiatives for the County of Marin, served as the Executive Director for Sustainable North Bay, and worked as a labor and environmental justice organizer in Los Angeles.

    Dawn has been a guest lecturer at UC Berkeley, UC Davis, the American Planning Association, and the U.S. Environmental Protection Agency. She has also received awards from the U.S. Environmental Protection Agency, the Power Association of Northern California, and the U.S. Department of Energy.

    Caroline Winn is chief executive officer for San Diego Gas & Electric (SDG&E), one of Sempra’s regulated California utilities. Sempra is a San Diego-based energy services holding company whose subsidiaries provide electricity, natural gas and value-added products and services.

    SDG&E provides service to 3.7 million consumers through 1.5 million electric meters and 900,000 natural gas meters in San Diego and southern Orange counties.

    Winn became CEO of SDG&E in August 2020. Previously, she served as the chief operating officer of SDG&E, overseeing operations of the utility’s gas and electric infrastructure assets, and customer services. In that role, Winn is widely recognized for SDG&E’s national leadership in sustainability, technology and innovation, including the company’s significant safety and wildfire mitigation efforts.

    Winn also served as chief energy delivery officer, managing all energy delivery activities for SDG&E, including electric distribution operations and gas services, customer services, and external and state legislative affairs.
    Since joining the company in 1986 as an associate engineer, Winn has held several leadership positions with SDG&E and Southern California Gas (SoCalGas).

    Winn currently serves on the board of directors for Father Joe’s Villages, Monarch School and American States Water Company; the executive council for Western Energy Institute; and the director’s council of the Scripps Institution of Oceanography. She also serves on the board as an independent director for both Kayne Anderson Energy Infrastructure Fund, Inc. and Kayne Anderson NextGen Energy & Infrastructure, Inc.

    Previously, Winn has served as the board chair for the San Diego Regional Chamber of Commerce and continues to currently serve as a board member. She has a bachelor’s degree in electrical engineering from California State University Sacramento and is a registered professional engineer in the State of California.
