Join Our Virtual Summit! 

Join us on January 21, 2026 for the inaugural National Committee for Effective Literacy (NCEL) Summit, a pivotal gathering dedicated to advancing effective literacy for multilingual learners. The Summit will feature a keynote address, over 35 interactive workshops, and a closing panel of national experts.

This full day of learning will expand our shared vision of what comprehensive, integrated language and literacy looks like and will empower educators and leaders committed to implementing equitable, multilingual literacy policies and practices.

Speakers from across the country—including researchers, faculty in colleges of education, classroom teachers, administrators, school board members, and advocates—will bring deep expertise in literacy and the education of English learners/emergent bilingual students.

Learning Strands

Policy and AdvocacyThis strand is designed for legislators, school board members, and educators engaged in shaping and influencing policy. Sessions will focus on model policies and effective advocacy strategies to advance literacy and equity for multilingual learners in local and state contexts.


Systems Change  - Designed for site, district, county, and state administrators, this strand focuses on systems transformation—creating the conditions where lasting change can thrive. Sessions will explore how leaders align curriculum and instruction with professional learning, master schedules, staffing, and organizational structures to build coherent systems that truly support educators and students.


Classroom PracticeDesigned for teachers, instructional coaches, TOSAs, and others supporting instruction, this strand focuses on strategies, tools, and approaches that strengthen classroom literacy practices. Sessions will emphasize centering multilingual learners—ensuring that classroom practices affirm their languages and cultures while advancing literacy and learning for all students.


ResearchThis strand is designed for all levels of the education system interested in what research tells us about a comprehensive and integrated approach to literacy, with a focus on multilingual learners. Sessions will highlight current findings and publications, while also pointing to critical areas where further research is needed to guide policy and practice.


Professional Development and Teacher Education - This strand is designed for teacher preparation faculty, TOSAs, site, district, and county instructional specialists, and others who support educator development. Sessions will highlight effective models of teacher preparation and ongoing professional learning—including coaching, collaborative planning, and dedicated preparation time—that build educator capacity and strengthen literacy instruction for multilingual learners.
