THE NEW CARBON ORDER: BUILDING DEMAND-LED CARBON MARKETS
Organised by IETA and co-hosted by the Secretary of Environment of Nuevo León, LACS 2026 will convene senior leaders from government, business, finance, academia, and civil society as more than 800 delegates gather to examine Latin America and the Caribbean’s role in shaping the New Carbon Order.
As carbon markets evolve from fragmented supply toward more strategic, demand-led systems, the Summit - an in-person event with simultaneous Spanish-English-Portuguese translation - will position the region as a key architect of next-generation market design, investment frameworks, and the legal and digital foundations that underpin credible markets.
Taking place 2-4 June 2026 in Nuevo León (Monterrey), Mexico, LACS will combine regional leadership with global perspectives, focusing on how emerging emissions trading systems, carbon taxes, international market mechanisms, and innovation-driven infrastructure can enable credible climate action and sustainable economic growth. Discussions will explore how carbon markets are being embedded into national climate strategies, how nature plays its part in decarbonisation, trade policy, and financial systems – supported by robust legal frameworks and interoperable digital tools.
Through high-level plenaries, ministerial dialogues, and expert-led discussions, participants will gain practical insights into the evolving state of carbon markets in Latin America and the Caribbean, the policy and regulatory signals shaping demand, and the digital infrastructure required to ensure transparency, integrity, and scalability. LACS offers a unique opportunity to engage directly with policymakers, market developers, investors, communities, innovators, and legal experts, influencing both regional and global carbon market architecture.
Key themes are expected to include:
- The New Carbon Order: From supply to strategy – aligning carbon markets with national climate goals, industrial policy and long-term demand, including CBAM and Carbon Accounting
- State of carbon markets in LAC: Emerging ETSs, carbon taxes, regional readiness, and market outlooks
- Ministerial perspectives: Policy leadership, legal certainty and the role of carbon markets in decarbonisation
- Nature-based solutions and JREDD+: Recognising emerging opportunities and drive large-scale climate action through nature
- Article 6 and CORSIA: Legal design, governance and international cooperation to unlock cross-border demand, plus compliance pathways and regional participation in global mechanisms
- Voluntary carbon markets and finance: Mobilising capital and scaling high-integrity, demand-aligned markets
- Digital infrastructure and innovation: Leveraging MRV, registries, interoperability, and data technologies to support transparent, efficient markets
