    He is happily married to Terry,  grandpa to Delaney Archer Reid and Everett and the proud father of two amazing daughters Leah and Lindsey. His hobbies are golf,  basketball and music and he was voted one of the top five funniest people in his family.

I am still learning a lot but love helping others along the way!  Before coming to the State, I was with child support in Denver County for nearly 7 years! Most of my time in Denver county consisted of working in Establishment, however, the last 2 years, I became the lead for their scanning and imaging team and was also the liaison, which helped me broaden my child support knowledge, beyond just Establishment!  During my free time, I love crafting with my little one! We make shirts, blankets, candle holders, etc.!  My goal for this upcoming year is to collaborate and build more relationships throughout the Counties!

I have been fortunate to serve as the Colorado Project Director for the last 10 years.     Christina Eigel is the Project Manager and IV-D Administrator for the Child Support Services offices of El Paso and Teller Counties as administered by Young Williams.  Christina started working at the Office of the District Attorney, Child Support Division, in 1995 and represented the delegate child support unit in El Paso County, Colorado, and was the Supervising Attorney until becoming project manager in 2021. Christina received her Bachelor of Arts degree, summa cum laude, from the University of Connecticut (Go, Huskies!) in December 1991 and her Juris Doctorate, cum laude, from Boston College Law School in 1995. Christina presently serves as a regional representative on the Colorado IV-D Task Force and served on the Colorado Child Support Commission from 2009 until 2016.

Christine has also been named a Top Latino Lawyer since 2017 and was named one of the Most Powerful Latinas in Law in 2018 by the Latino Leaders Magazine.

    She served as Co-Chair of the Hispanic National Bar Association’s (HNBA) Immigration Section (2015-2023) and was Chair of HNBA’s inaugural ImmiGRANT Legal Defense Fund. Christine also served as Region XIII President of the HNBA (2021-2022) and President of the Colorado Hispanic Bar Association (2019). She also founded and served as Co-Chair of Colorado Hispanic Bar Association’s Judicial Taskforce – focused on increasing the number of Latino Judges in Colorado until 2023. Christine was appointed to the Colorado Supreme Court’s CLE Advisory Board in 2021 and appointed to the Colorado Supreme Court’s Hearing Board in 2020. She also served as Co-Chair of the Colorado Bar Association/Colorado Judicial Institute’s Diversity on the Bench Joint Coalition (2022-2023) and sat on the Denver Bar Association’s Board of Trustees (2020-2023). She also served as Chair of the Colorado Lawyers Committee’s Racial Justice Taskforce (2022-2023).

    Christine has been a member of the American Immigration Lawyers Association (AILA) since 2005. She currently serves on the AILA Colorado ICE Liaison Committee and has served as Vice-Chair of AILA National's Removal Issues Committee, member of AILA National's 2013 Annual Conference Committee, member of AILA National's EOIR Liaison Committee, Chair of AILA Colorado's Practice Management Committee, Member Services Committee, GEO Liaison Committee, Mentor of AILA Colorado's GEO Liaison Committee, and member of AILA Colorado's EOIR Liaison Committee.     Elizabeth has been part of the Child Support Program since 2014. The first seven years of her career were spent as an establishment technician in Weld County. In April 2022, she joined the State ACSES team and has recently moved over to the Policy Unit.
    In her current role she is the lead in developing, implementing, and maintaining Division
    Establishment, Paternity, and Modification policies, procedures, and regulations. She serves as a regional representative supporting county child support services programs with policy compliance and performance improvement, as well as administering the APA Certification Programs.
    Prior to her career in child support, Elizabeth worked as a Legal Secretary for 6 years in Larimer County and she holds a bachelor’s degree in psychology from Taylor University in Indiana.
    To unwind, Elizabeth loves spending time in the great outdoors, camping, hiking, and paddle boarding.

    Honorable Angela R. Arkin (ret.) is a 1983 graduate of Emory Law School, and is licensed in Colorado, Georgia, and the District of Columbia. In August 2000, after practicing law in Georgia and Colorado, Judge Arkin was hired as a District Court Magistrate in Arapahoe County. She was then appointed to a District Court Judgeship in the 18th Judicial District in July 2002, and served in mixed dockets in all four Counties in the District until July 1, 2008, when she was assigned to a 100% domestic docket, which she presided over until retiring in January 2016. In October 2015, Judge Arkin was chosen as the District Court Judge Honoree for the Colorado Judicial Institute Judicial Excellence Award and received many other awards and recognition for her service to the Colorado bench, bar, and Colorado families. After leaving the bench in 2016, Judge Arkin created a self-represented resource center to provide unbundled legal services to pro se litigants. In May of 2017, Judge Arkin joined the Judicial Arbiter Group, Inc. (JAG), where her current practice includes mediation, arbitration, med/arb, special master and appointed judge services in domestic relations, civil, and probate cases. In October 2017, Judge Al Harrell and Judge Arkin created the “Symposium on Race,” an ongoing monthly forum for discussion of race issues (symposiumonracedenver.com). Judge Arkin is a member of the Colorado Chapter of the National Academy of Distinguished Neutrals, is an Author and Reviser of the CBA Bench Bar Book on Domestic Relations, is Chair of the Licensed Legal Paraprofessionals (LLP) Subcommittee of the Colorado Supreme Court Advisory Committee, is on the Douglas County Domestic Relations Best Practices Team, and is a member and Past-President of the Colorado Chapter of the American Academy of Matrimonial Lawyers, amongst other professional activities.

    The road to being an Economic Security Programs Manager is rarely straight. Janet can attest to that! After many seemingly random positions, owning a business, a couple of bachelor’s degrees and a master’s degree, Janet landed the role of Economic Security Programs Manager for Summit County. That was seven years ago, making her one of the longest tenured people in that position. (She’s not sure if that is a good thing or suggests she’s a bit crazy.)  She has leaned on her transferable skills, a desire to continually learn, and an appreciation for flexibility. ‘Leadership’ has come in many forms; from learning the basics as a new and single mom to guiding classroom discussions, from preparing presentations to implementing new programs and marketing strategies, from committee membership to always seeking collaboration, Janet continues to grow in her understanding and implementation of leadership skills. From the comfortable to the uncomfortable and fears to high-fives, it’s been a journey. While she didn’t go looking for a job as a middle-manager in Human Services, she has embraced the role including the challenges and navigations of being in the middle.     Janine Archuletta manages the Colorado Central Registry (interstate) and FSR Support Services Teams. She started her career in Jefferson County processing manual ledgers for foster care fees. In 1997 she went to Denver County. In Denver she focused on financial and dabbled in establishment. Thirteen years ago, she moved on to the State working on the financial side of the FSR Team. In 2014 her focus changed to FSR Employer Services (ES) and the State Directory of New Hires (SDNH). In 2020 she also took over managing centralized notice production and NIVD accounts for the FSR. Her team is also responsible for
    providing DCSS web support to parents and employers. She currently is playing a dual role by overseeing the division’s Colorado Central Registry.  She brings 29 years of experience in multiple
    program areas. Her hobbies include target shooting, building Lego, and collecting Funko Pops. She is engaged and has two doggie daughters Nelly and Asuka.

    I began my career in Child Support at Eagle County where I was the Intake, Establishment & Financial Tech Specialist for about 10 years. I then went to Adams county as the Financial Lead for 2 years and then became the Intake lead and Case Liaison for 5 years.  As of July, 2023 I started with the State as one of the ACSES Case Operations Analysts.  I am looking forward to working and assisting with the counties to build relationships to better CSS.

    I began my Child Support career in 2008 in a large county in Northern Colorado. I was
    hired as a clerical/legal assistant, then decided I wanted to try Enforcement. I quickly learned
    that Enforcement wasn’t for me, so when an opening in Bookkeeping suddenly became
    available, I jumped at the opportunity! I came to the State Office in April 2022 as a Financial
    Operations Analyst.
    I am married and have 2 grown sons. Both of my boys played competitive soccer, I miss
    the days of being on the sidelines cheering them on. Now we love to end our summer days at a
    camp site, after enjoying a long day of water sports and boating.

    I have been in the Child Support Program since 2001.  I spent my first seven years in the program as an enforcement technician in Jefferson County.  In 2008, I joined the State Enforcement Unit (SEU) at the State Office.  In my current role, I support my team in answering questions from the county caseworkers, Obilgee’s, Obligor’s, Obligor’s attorneys, and partner agencies about the remedies and how they work.  I also work with our OIT partners to ensure the remedies are running smoothly.  Additionally, I work on projects to implement new tools for the automated enforcement toolbox.  Outside of work, I enjoy time with my family and going on adventures across our beautiful state. I am also a quilter, and you will see my work in the background in virtual meetings.

    Jessica Olson is the ACSES Case Service Delivery Manager of the ACSES "case" team at the state office working problem logs, doing user acceptance testing, and working closely with the developers with project management. Her team specializes in all things ACSES case-related. Her career started in Denver County with experience as both an enforcement and establishment technician. She then took a few years off to stay home and raise her children. She returned to Arapahoe and Adams County as an enforcement technician before joining the State Office.  In all, she has a total of 8 years of experience working in the county. She started in the State Enforcement Unit (SEU) as the FIDM specialist in early 2018, became an OA shortly after, and moved into her current position as a program manager in late 2022.

    Jim Hayen in the Child Support Program Administrator for Boulder County.  After completing his Bachelors of Criminal Justice and Sociology, he started in the Child Support world in Jeffco doing intergovernmental enforcement in 2000.  Jim maintained a caseload of 700+ and learned through a lot of experience what works and what didn’t in working with customers, made a lot of mistakes and had a lot of fun learning about this amazing program. In 2004 after completing evening work for a Masters in Public Administration, Jim took on a unit supervisory role with intake and establishment in Boulder County.  Having never done work in either area presented him with a whole new pantheon of learning opportunities; both in the actual casework and also in learning how to work with a team to support and encourage them to do their best.  Jim also started engaging with other State and County partners in countless policy workgroups which helped him learn even more “big picture” perspectives, particularly learning how different agencies all do such successful work in so many different ways.  In 2009, he took on the role of IV-D Administrator in Boulder County and has been engaging in, and learning about CSS work ever since.

    Karen Steinhauser is an adjunct law professor, a part-time judge, and a trial lawyer.   She has worked as a prosecutor for 21 years, a full-time law professor at the University of Denver, and Counsel and Shareholder in private law firms, handling family, criminal and civil litigation. She also owned her own law firm.  As a prosecutor, she helped start the Domestic Violence Unit, and specialized in prosecuting sexual assault on children and adult sexual assault cases.  As a trial lawyer for 42 years, she has tried over 300 jury trials. She is an adjunct professor at the University of Denver Sturm college of Law where she has taught Evidence and Trial Advocacy for the past 32 years and has been a faculty member of the National Institute for Trial Advocacy for approximately 32 years, training lawyers both nationally and internationally in various aspects of litigation including taking effective depositions and trial skills advocacy.
     Karen provides implicit/unconscious bias training to lawyers and non-lawyers in government agencies and private businesses.   She serves on the Diversity on the Bench Committee through the Colorado Bar Association and Colorado Judicial Institute.  She is also a former board chair and Emeritus member of the Anti-Defamation League.

    Kyle is a Colorado native who graduated with a degree in Finance from the University of Northern Colorado. He began his career in Human Services in 2015 as a Child Support Enforcement Technician. After two years in that position, he was promoted to a Resource Specialist where he learned the ins and outs of the program. He gained his management experience as an Assistance Program Supervisor where he managed technicians processing Medicaid, SNAP, and cash assistance programs.  This role allowed him to understand how other departments within human services operate. 
     
    In August of 2021, he advanced his career to be named the Child Support Division Director/IVD Administrator of Weld County. Since taking over the position, he has found a passion for collecting and interpreting data and became familiar with the many reporting tools we use within the Child Support Program.

    Lisa is the SAVES Demonstration Grant Administrator for the Division of Child Support Services (DCSS) and works in the Program Innovation Unit (PIU). This grant is the Safe Access for Victim’s Economic Security, and the main objective is to enhance Child Support Services for survivors of domestic violence (DV) by becoming more trauma-responsive and family-centered.

     

    She has over 15 years of experience in Child Support Services at the county and state levels. Lisa also volunteered as a DV advocate with Alternative Horizons for several years in Durango, Colorado, before moving back to Denver. She graduated from Metropolitan State University with a degree in Cultural Anthropology.

    Lisa enjoys family time, live music, museums, golf, and sporting events. She is an animal and plant lover and outdoor enthusiast.

    Tracy Rumans has been engaged in the child support services field through several roles since 2003.  She is practicing as IV-D attorney in Colorado representing Arapahoe and Douglas counties and is the Child Support Legal Unit Supervisor for the Arapahoe County Attorney’s Office.  Prior to her current position, she was the Policy and Performance Supervisor for the State of Colorado Division of Child Support Services.  Tracy practiced as a IV-D attorney representing the El Paso and Teller County delegate child support enforcement units with the firm of Belveal & Eigel, LLC (later Belveal Eigel & Rumans, LLC), contracting with Policy Studies, Inc.  Tracy continued representing the child support unit with Young Williams Child Support Services, later becoming the Deputy Project Manager for El Paso and Teller County Child Support Services.  Tracy earned a bachelor’s degree from the University of Kansas, and her law degree from the University of Colorado at Boulder.  Tracy is the current chair of the Colorado Child Support Commission.
