The Cooperative Broadband Coalition (CBC) unites rural electric cooperatives in Oklahoma that operate fiber broadband subsidiaries, working together to expand affordable, reliable internet across their communities. CBC brings together 11 electric cooperatives with fiber subsidiaries. Through their collaboration, the CBC has built thousands of miles of fiber and serves hundreds of thousands of Oklahomans.
Our mission is to bridge the digital divide in rural Oklahoma, ensuring that every community has access to affordable, highnspeed broadband so they can fully participate in economic, educational, and civic life. As a cooperative organization, CBC is grounded in the cooperative business model — member-owned, community-focused, and driven by a “desire to serve.” The CBC is independently organized but is also affiliated with the Oklahoma Association of Electric Cooperatives (OAEC).
To further its mission, CBC promotes a collaborative, positive, and inclusive environment. All participants — members, staff, and guests — are expected to act respectfully and with integrity. To support that, the CBC has adopted this Code of Conduct, which applies to everyone involved in CBC-sponsored or CBC-affiliated activities, initiatives, and events. CBC is committed to an environment free from harassment and discrimination and will respond promptly to any reports of inappropriate behavior.
EXPECTED BEHAVIOR
At all CBC events and in all CBC-related contexts, members, staff, and guests should:
- Be considerate, welcoming, and respectful to everyone.
- Avoid demeaning, discriminatory, or harassing behavior, whether in conversation or in any materials shared.
- Refrain from unwanted or aggressive solicitation of others.
DUTY TO REPORT
If any member, staffer, or guest witnesses or experiences harassment or other conduct that may violate this Code, they should promptly report it to CBC leadership or designated staff.
NO RETALIATION
CBC will take reasonable measures to protect individuals who report in good faith, ensuring they do not face retaliation for raising concerns.
CONFIDENTIALITY
CBC will make reasonable efforts to maintain the confidentiality of individuals who report violations, consistent with a fair and appropriate resolution.
DUTY TO INVESTIGATE
CBC will appoint a qualified officer or employee to promptly investigate all credible reports of misconduct under this Code and make determinations regarding violations.
CONSEQUENCES OF IMPROPER BEHAVIOR
If a determination is made that someone has violated this Code, CBC will:
- Inform the individual of the violation,
- Require the behavior to stop, and
- Take further action if needed, which may include temporary or permanent exclusion of the person or their organization from CBC events and activities, without refund.
