    • Recognize, Respond, Refer – Build your knowledge, skills, and resources for providing child support services to survivors of domestic violence.  The single biggest predictor of a DV survivor returning to an abusive relationship is financial instability… which means child support can literally make a life or death difference for parents who are trying leave abusive relationships and create safe, violence-free homes for themselves and their children. You will leave this session with new knowledge about the dynamics of dv, how those dynamics play out in child support settings, and a new set of “dv expert friends” you can turn to for ongoing support in responding to the needs of survivors in the child support program.

IV-D Track B - Intake: Back to Basics on Case Initiation

    • Are you interested in learning about how Intake works? This session is an overview of the policies surrounding the current and enforcing rule and why it’s important to all the counties. This session will review the application process when adding parties to the ACSES and when parties have never been in our system. We will discuss the meaning of an intact family and how multiple counties are involved with the same parties when it comes to former arrears due (or FAD). This is a perfect opportunity to interact with the OA and share cross county practices.

 

Attorney Track - When Neutral Isn’t Neutral: Just Child Support Outcomes for Survivors of Domestic Violence

    • This session will focus on model practices for child support attorneys providing child support services to survivors of domestic violence. The session goals include: 
      • Broaden and deepen knowledge and understanding of how DV dynamics are likely to present in the IV-D court setting. 
      • Clarify the role of attorneys practicing within the Title IV-D program. 
      • Identify specific ethical considerations for legal practice in child support cases impacted by domestic violence 
      • Build skills and competency to implement practical solutions for child support legal practice with parties impacted by domestic violence.

    • Review the required factors in 14-10-115(5)(b.5)(II) C.R.S to consider when determining if potential income should be imputed, and if so, what is an appropriate amount. You will learn about labor market data sources that will help your analysis, and together we will analyze several case studies that can serve as benchmarks in your work.

 

IV-D Track B - Don’t Take a Chance on Confidentiality and Security

    • How do you get access to ACSES, DLE, UCB and other interfaces? Who completes the financial tasks in your county? Who can we share Child Support information with?     • Christina Eigel will join a conference favorite, Richard O’Brien Moore, to present the update on the recent case law that impacts child support and family law issues. This educational presentation will include summaries and case law citations.  The annual case law session will provide all relevant case law that has been issued during the past year since the 2022 conference.

Plenary Session

The Three Pillars of a Radiant Life

    • Whether you are a caregiver, employee, clinician, or patient, it is essential that you
      identify and attend to the barriers between you and your most radiant life so that you can successfully move through them. When your inner fire burns brightly with the flame of health, wellbeing, and inspiration, that resonance ripples outward from you and into the lives of others. You can best serve your family, career, and larger community when you yourself are resourced and nourished. How does a person even begin to consider such deep inner-resourcing when they are part of the endless hustle-bustle inherent in our culture?
      In this 90-minute talk, Kate King will teach about the three pillars of a radiant life:
      authentic integrity, aligned relationships, and creativity. Kate will identify and explore common questions related to what keeps people away from their radiant lives, such as professional burnout, resentment in the workplace and in personal life, unhealthy cultural narratives about productivity and success, and common barriers to creativity. She will also identify several myths among the collective in our society that act as roadblocks keeping us from authenticity and deep wellbeing. Kate will speak in detail about each of the three pillars of a radiant life, and she will discuss how to identify, explore, and heal the disruptive imbalances many professionals face.
      Throughout the talk, the audience will be invited to participate in experiential practices for integration and exploration of how this work shows up in their own life, and how they can participate in healing both individually and collectively.

    • This session will begin with a typical AUG meeting open to all staff who may be interested in what those meetings look like. It will include an interactive discussion on ACSES-related topics. We will discuss both case and financial areas. Please bring your ACSES questions with you (or even submit them to an OA beforehand!) We will also have the ability to see real-time changes and work in the training environment.

 

IV-D Track B - $1.2 Billion Deadbeat Disaster - How Far Have We Come & Where Do We Go From Here?

    • This session will explore the history of child support arrears in Colorado and how policy changes have impacted the amounts owed. We will discuss arrears management and strategies that have been successful along with opportunities for further improvement. 

 

Attorney Track - COLAP Ethics: The Science of Stress Management

    • The practice of law is stressful under normal circumstances, but over the past few years we have all experienced significantly higher levels of distress. Exposure to upsetting information and personal loss, physical illness, and financial strain cause our nervous systems to activate a prolonged survival response that has comprehensive effects on our well-being and health. You are not alone if you have felt overwhelmed lately or experienced anxiety, depression, fatigue, lack of motivation, sleep difficulties or a quicker temper. Many of us have had difficulty juggling multiple personal and professional demands or had trouble navigating exposure to clients’ stress and trauma. The silver lining is that we can all develop the ability to bounce-back to difficult situations in ways that improve our cognitive, physical, and emotional health. This presentation will help you understand the neurobiology and neurophysiology of stress, why and how stress is contagious, and how to work with your own stress response to prevent or mitigate compassion fatigue and secondary trauma. In addition, free, practical, and inclusive ways to mitigate the negative consequences of chronic and prolonged stress or lack of self-care will be provided. We will also discuss how the Colorado Lawyer Assistance Program assists the legal community with behavioral health struggles that negatively impact their practice, relationships, health, and quality of life.

 

Professional Growth - Sourcing from Creativity for a Radiant Life

  • Kate King
    • After learning about the three pillars of a radiant life, Kate will offer the audience an opportunity to delve more deeply into this work with an art therapeutic exercise designed to help participants gain further self-insight and integration. The audience will learn about the very simple, yet powerful Tree Drawing, which is Kate’s groundbreaking methodology informed by the empirically-supported art therapeutic Diagnostic Drawing Series. This powerful process will bring participants into direct exploration and creative investigation of their individual strengths and challenges that most affect and influence their capacity for radiance in life. Participants will gain a comprehensive understanding of Kate’s art therapeutic Tree Drawing, have an opportunity to create and analyze a Tree Drawing, and be invited to share their experience within small groups for reflection and processing. Participants do not need any prior artistic experience to participate and benefit from this breakout session. All materials will be provided.

Please join the FSR Support Services Team to learn about how we can help you do your job and get to know your FSR regional/county representative. We will cover a variety of topics including our regional customer service, the new NMSN form, IVD obligor coupons, parent/employer web accounts, electronic income withholding orders, ACSES employer table, and more.

IV-D Track A - Tableau CSDIS

    • Join us to learn about the new CSDIS (Child Support Data Intelligence System). We will be doing an overview of the system and what is available. Background about the system: The Child Support Data Intelligence System (CSDIS) is a business intelligence, data visualization and analytic platform. The CSDIS system empowers the Colorado Child Support Services Program with key performance metrics to effectively manage the program caseload and enhance services to families. Research that might have taken hundreds of pages, dozens of emails, and phone calls to accomplish now can be completed in just minutes. The Dashboards are accessed via the Tableau system, and DCSS has purchased the software needed and provided access to a limited number of child support staff across the counties. A list of users by county is available upon request.

 

IV-D Track B - The SEU (State Enforcement Unit)…..Remedy Unit

    • From the makers of the Federal Regulations and State Statutes that give us the legal authority for the automated enforcement remedies comes a show that answers the question, what are the automated enforcement remedies? The State Enforcement Unit cast are at it again this season with sharing their knowledge and best practices for working the automated enforcement remedies. Come be part of the live studio audience for some situation remedy comedy.

2023 Charity: A Precious Child

A Precious Child assists children and families facing difficult life challenges such as abuse and neglect, crisis situations and poverty.

They work with more than 546 Agency Partners throughout eight Denver Metro counties including Adams, Arapahoe, Boulder, Broomfield, Denver, Douglas, Jefferson and Weld to identify children and families in the most need of our services.

A Precious Child provides disadvantaged and displaced children with “Cradle to Career” support to break the cycle of poverty by reducing socioeconomic inequalities, connecting them with needed resources, services, opportunities and educational support.

Their work is done through our Empowerment Center where their Case Managers provide wrap-around support to disadvantaged and displaced children and families, connecting them with needed resources, services, support and educational opportunities.

Through their five Cradle to Career Initiatives, A Precious Child bridges the gap in a child’s education and unmet needs so every child may become a secure, self-reliant, contributing member of the community.
