The section is responsible for assisting in the development and implementation of policies, procedures, regulation and legislation for the intake, locate, establishment and enforcement functions of child support services. Mary’s emphasis is on Case Closure, Non-Disclosure of Information (NDI), Confidentiality, Foster Care, and Locate. Mary joined the Colorado Division of CSS in June 1998. Prior to that, Mary was a legal technician with Denver County and also worked as an eligibility technician for AFDC (old TANF) and Adult Medical Programs.

    Larry has more than 38 years’ experience with child support programs at both the state and county level in Colorado starting as a legal technician and progressing to County Child Support Manager to Director of the Division of Child Support Services at the Colorado Department of Human Services. He has served on the Board of Directors of the National Child Support Enforcement Association (NCSEA), co-chaired the NCSEA Research Committee, and served on the National Judicial Child Support Task Force. He began his tenure as Director in January 2015. His focus is to provide improved support technology and training to the county child support professionals and implement strategies and initiatives to move the Colorado program from purely enforcement to a 2-Generational model by providing enhanced child support services, emphasizing employment, child well-being, and connecting both parents to the resources they need.  Larry is proud to be a part of the 700 plus child support professionals in Colorado who dedicate themselves every day to deliver high quality, effective and efficient services to the families served.

    Christina Eigel is the Supervising Attorney for Child Support Services of El Paso County administered by Young Williams, P.C.  Christina received her Bachelor of Arts from the University of Connecticut in December 1991 and her Juris Doctorate from Boston College Law School in 1995. Christina has represented the delegate child support agency in El Paso County since June 1995.  Beginning January 1, 2011, Christina began working for Young Williams, P.C., which administers the delegate IV-D units in El Paso and Teller Counties.  She previously served on the Colorado Child Support Commission and is a past president of the El Paso County Chapter of the Colorado Women's Bar Association.

    I have been in the Child Support Program since 2001.  I spent my first seven years in the program as an enforcement technician in Jefferson County.  In 2008, I joined the State Enforcement Unit (SEU) at the State Office.  In my current role, I support my team in answering questions from the county caseworkers, Obilgee’s, Obligor’s, Obligor’s attorneys, and partner agencies about the remedies and how they work.  I also work with our OIT partners to ensure the remedies are running smoothly.  Additionally, I work on projects to implement new tools for the automated enforcement toolbox.  Outside of work, I enjoy time with my family and going on adventures across our beautiful state. I am also a quilter, and you will see my work in the background in virtual meetings.

    Michael Hayes works in the Federal Office of Child Support Enforcement – Division of Program Innovation where he leads work on domestic violence policy and program development and provides technical assistance and training to state/tribal/local child support agencies and domestic violence coalitions to support safe access to child support services. He has led domestic violence training in more than 25 states and 30 tribal child support agencies with groups of child support case managers, attorneys, and judicial officers. He is also responsible for OCSE’s parenting time portfolio, oversees behavioral economics and procedural justice child support demonstration projects, and provides technical assistance to child support agencies developing or enhancing noncustodial parent employment programs.

    Michael has a long history working on domestic violence and gender equity -with experience as a practitioner leading relationship violence prevention training and facilitating dating violence prevention groups with middle/high school students, creating violence prevention resources and curriculum for responsible fatherhood programs, developing domestic violence plans and policy for healthy marriage/relationship programs, and leading the Texas child support program’s multi-year collaboration with the Texas Council on Family Violence to develop and implement a comprehensive safe access to child support and parenting time initiative.

    Sarah Myers is the Executive Director of the Colorado Lawyer Assistance Program, the behavioral health program of the Colorado Supreme Court.  She received her B.A. from the University of Richmond in Virginia, her M.A. from Naropa University in Boulder, and her J.D. at the University of Denver.  She is a Colorado licensed attorney, licensed marriage and family therapist, and licensed addiction counselor.  Ms. Myers is also a licensed post-graduate level professional teacher, certified trauma and abuse psychotherapist, and certified LGTBQ+ therapist.   She writes and presents, locally and nationally, on well-being topics and the intersection of clinical and professional concerns in the legal professional.  She has 25 years of experience working with professionals and their families on topics including psychoneuroimmunology, stress management, compassion fatigue/secondary trauma, professional burnout, and behavioral health issues.

She then took a few years off to stay home and raise her children. She returned to Arapahoe and Adams County as an enforcement technician before joining the State Office.  In all, she has a total of 8 years of experience working in the county. She started in the State Enforcement Unit (SEU) as the FIDM specialist in early 2018, become an OA shortly after, and moved into her current position as a program manager in late 2022.

    Lisa Ridenour is a Program Specialist with OCSE’s Division of Regional Operations. With over 16 years of experience serving in various roles in the child support community, Lisa began her child support career in Jefferson County working on enforcement and court teams, and supervising staff responsible for the establishment of paternity and child support orders. She then moved to state government, spearheading development of the Colorado Supreme Court’s Self-Represented Litigant Program and Access to Justice initiatives. Since 2015, Lisa has provided federal oversight, support, and policy guidance to state and tribal child support programs. She is also a member of OCSE’s domestic violence training cohort, providing training for state and tribal child support staff specifically focused on the intersection of domestic violence and child support, and developing skills and knowledge child support professionals need to deliver safe, effective services to survivors while maintaining safety for staff. Lisa has also served for 8 years as a volunteer Victim Advocate with the Jefferson County, Colorado Sheriff’s Office, providing on-scene crisis intervention, support, and resources to domestic violence survivors and other victims of crime.

    Daphne is the Interstate/Central Registry Manager for the Colorado Division of Child Support Services. Her 30 years of child support experience includes positions at the local, state and federal levels. She has served as a IV-D attorney, the Assistant Director for the Indiana Child Support Program and as a Regional Program Manager and Policy Specialist for the Federal Office of Child Support Enforcement. Her experience includes managing day-to-day operations of county and state Child Support offices, developing and implementing training programs, conducting research and analysis of Child Support policy, and helping direct user interface design for Child Support systems. Daphne also has experience implementing process improvements using statistical reports, and working with teams to improve effectiveness. Daphne received her J.D. from Indiana University School of Law and is a member of the Indiana State Bar.

    Michelle Rove is the Data Manager for the State of Colorado Child Support Services Division and the Project Lead on the Child Support Data Intelligence System. Michelle currently serves as a member on the IV-D Administrators Group and the Enforcement Task Group and several other state work groups.

    Prior to Michelle’s career in Child Support, Michelle spent 6 years in healthcare as a Business Analyst and Clinical Data Analyst where she worked on process improvement teams to streamline healthcare performance and clinical outcomes.

    Michelle has a Bachelor’s of Science in Mathematics and a Master of Public Health – Applied Biostatistics from the University of Colorado. In her spare time Michelle enjoys running, swimming and spending time with family and friends.

    Tracy Rumans has been engaged in the child support services field through several roles since 2003.  She is practicing as IV-D attorney in Colorado representing Arapahoe and Douglas counties and is the Child Support Legal Unit Supervisor for the Arapahoe County Attorney’s Office.  Prior to her current position, she was the Policy and Performance Supervisor for the State of Colorado Division of Child Support Services.  Tracy practiced as a IV-D attorney representing the El Paso and Teller County delegate child support enforcement units with the firm of Belveal & Eigel, LLC (later Belveal Eigel & Rumans, LLC), contracting with Policy Studies, Inc.  Tracy continued representing the child support unit with Young Williams Child Support Services, later becoming the Deputy Project Manager for El Paso and Teller County Child Support Services.  Tracy earned a bachelor’s degree from the University of Kansas, and her law degree from the University of Colorado at Boulder.  Tracy is the current chair of the Colorado Child Support Commission.

    I am a Policy Advisor with the State and am the subject matter expert (SME) for manual enforcement, automated enforcement policy, bankruptcy, and emancipation. I am also the regional representative for the southeast region. Prior to joining the State, I worked as a Senior Legal Technician specializing in enforcement at La Plata County Child Support Services (Durango, CO) for 13 years. I also have experience in modifications and 2Gen. I was born and raised in Denver but lived for 15 years in the southwest Colorado area. I am back in my home city and enjoying family time, live music, museums, and professional sporting events. I am an animal and plant lover, outdoor enthusiast, and blessed to have a wonderful husband and amazing daughter. My other "children" are two cats, George and Tela.

    I started as a Performance Analyst with the Division of Child Support Services on October 31, 2022. Previously I was employed for 20 years by Mesa County Child Support Services as an Enforcement Technician and Trainer. In my current position, the subject matter areas that I cover are quality assurance, state-level administrative reviews, and customer inquiries. I am also the regional representative for the northwest region. I have lived in Colorado my entire life. We moved from one side of the state (Wray) to the other (Grand Junction) when I was a child. I currently live in Grand Junction with my husband, two kids, and four dogs. My kids keep me incredibly busy. My daughter, Gracelynn is part of a pre-professional dance company, and my son, Simon has decided to try every sport that he can all of a sudden. If I am not at a dance performance, competition, school gym, or field, I can be found hanging out with my friends and family, or binge-watching some kind of true crime documentary or comedy series.

    Soraya Taylor is the director and child support administrator for Cheyenne County.  Soraya has worked in the world of Human Services since 2009, and worked as an eligibility tech, child support tech, IVD administrator, child welfare/adult protection worker and supervisor.   Soraya received her Bachelor of Social Work and Master of Social Work from Metropolitan State University, Denver.  She also works as a crisis therapist on the eastern plains. 

    Soraya is married and has 3 children and 3 grandsons and has lived on the eastern plains of Colorado since 2008.  In her free time, Soraya likes to make jewelry, DIY home projects, read and attend concerts

    Mary Whitehead (she/her/hers) currently serves as the Equity, Diversity & Inclusion Administrator at Denver Human Services. She holds a Ph.D. in Educational Leadership & Policy Studies from University of Texas at San Antonio, M.Ed. in Higher Education and Administration from Loyola University Chicago, and a B.A. in Communication with a Human Resource Development minor from Northeastern Illinois University. Guided by her values and commitment to social justice, she is interested in embracing an inclusive and nurturing community where communities realize their dreams while achieving their goals. Her professional passion is to research areas of critical race feminism, activism, and the power dynamics between discourse and culture.  As a social justice advocate who incorporates forms of activism and learning into her work, she desires to lead many holistic and healing conversations for marginalized communities by sharing her personal story as a Black Women through the empowering approach of "voice" in order to inspire others to have freedom to express.
